I had similar issues. When upgrading from 6.5.4, it worked good but couldn't upgrade from 7.0.3
Read the redbook and it said:
If both Version 6.0.5/6.5.4 or previous clients and 6.5.5 or higher clients are
installed, separate Smart Upgrade Kit documents will be required for each version
group; one for 6.5.4 or earlier, and one for 6.5.5 and later. If there are Notes Client only
and All Clients Notes installations as well, then specific Smart Upgrade Kit documents
will also be needed for each of these.
I created 2 kits with one saying 'No' to 'Release 6.5.4/6.0.5 or previous?' another saying 'Yes' to it.
It worked like a charm
